Scott Kodish, MA
Director, Impact and Public Policy
Scott joined ICER as Director of Impact and Public Policy in February 2026, following a six-month appointment as the Acting Director of Communications. In his current position, he is responsible for developing innovative approaches to broaden ICER’s reach and impact with key policymakers, industry leaders, and funders.
Before joining the team, Scott spent more than a decade at the U.S. Department of Health and Human Services, where he led national communication campaigns for the Health Resources and Services Administration (HRSA), with a primary focus on the Community Health Center Program. In that role, he advised senior leadership, served as an agency spokesperson, and helped translate major public health policies and initiatives into accessible stories for media, stakeholders, and the public.
Scott holds a master’s degree in Health Communication from George Mason University and a bachelor’s degree in Communications Arts & Sciences from Penn State University. He currently resides outside of Portland, Maine with his family and spends his free time exploring the Maine coast, cheering on the Nittany Lions, and seeing as much live music as possible.
